Suppose a person posed as a fan from that team and decided to throw tortillas in an effort to get them penalized?

That's not the Rule.  You have to deal with the IAW, then the foul.  Does A want the result of the play?  Then presumably enforce foul from spot of foul if beyond the LOS.  If A wants to replay the down, they can do that to -- but still enforce Team A from the previous spot.

4-1-2-c.  Try this:  2nd and 10 at the A-20.  A10 receives the snap runs up field.  The L throws a flag for a BBW against team A at the A-25 and blows the whistle at the same time.  The runner was at the A-30.  Ruling:

Is there any rule that covers a team bringing out a tee and putting it on the field for a PAT and then shifting into a normal scrimmage play formation and running a play?

you're correct, it's not a new series... but it's still a shorter LTG than when the down was started, Team A fouled, and they get to repeat the down... just saying that I can see how it could be confusing to some.

It’s not a new series, it’s the same series. People just get confused on this because it happened on first down. Make it second and 10 with the same play and it’s abundantly clear that it should be second and 6.

1st and 6.  This is a live ball foul so mark off the penalty and then see where that leaves you in relation to the line to gain.  In this case, you are 6 yards short, so going to replay 1st down with 6 yards to go.  A new series is not being awarded here so it's not going to be 1st and 10.  See rule 5-2-2.

I agree this is correct, but I can certainly see why someone would argue against it. Assuming time was not a factor, there's not really a penalty for A for the foul (except giving up yardage that they didn't really earn fairly in the first place) and they get a shortened LTG on a new series.

Did the runner stop?   What game was this?

In 2001, this budding unwritten practice was shut down by form of a "tortilla penalty" imposed on the Red Raiders if any tortillas made it to the field. ... The penalty was reduced from 15 yards to 5 yards in 2002, but if the Red Raider fans continued to throw tortillas on the field they would get another 15-yard penalty. Today, tortillas are still being thrown at Texas Tech football games, the rare basketball game, for graduation pictures, and for weddings.

There's precedent (apparently) for that, although it's not clear to me what 2001 rule change they are talking about:

'In more than one event, officials have had to halt a game because an abundance of tortilla remnants posed a threat to athletes — and in most cases, Tech received a penalty after the NCAA established a "tortilla penalty" rule in 2001.'
