I am wearing  the white hat full time this year and want to get it right.  I had this in my freshman game.   

A's ball 1st and 10 on the A30, A32 runs 15 yards to the 45 where he is tackled.  During the run, A70 has his hands way up in B91 face mask and is bending his head back at the A35.  I flag it 15 years for illegal helmet contact and and say to the umpire to mark it off 15 from the 35.   He says it should be marched off from the end of the run because it is a personal foul.   Since A got to the 35 legally and the flag is behind the basic spot, I believe I am correct.   I believe it is no different than if A was holding. Am I correct?  Had the penalty on a PF on B, he would be correct but it was on A.

A little later on A has the ball 4 & 10 and punts.  After the kick is over the NZ, the ball kits the ground and is bouncing around, B26 delivers a blind side block to A40 who is next to the ball.  Since it was a loose ball play that was not yet possessed by B, we went back to the previous spot and marched off 15 yards against B and it resulted in a first down for A.  After reading online afterwards, I believe PSK should have been the rule and we should have penalized B 15 from the end of the kick.  Correct?

On the first play, you are correct.  Review All but One enforcement as well as the penalty enforcement guide at the end of Rule 10.  As for the Scrimmage kick question, review the post scrimmage kick requirements.  The ball will next be snapped by Team B (R) and it meets all of the other requirements for PSK enforcement,  so it should have been enforced from the end of the kick. 

Remember that for PSK, it doesn't matter if the foul occurs before the kick goes beyond the expanded neutral zone.  The foul can occur anytime during the down, prior to the end of the kick.  The requirements are when the foul occurs:

1. During scrimmage kick plays, other than a try or successful field goal.
2. During a scrimmage kick play in which the ball crosses the expanded neutral zone.
3. Beyond the expanded neutral zone.
4. Before the end of a kick.
5. And K will not be next to put the ball in play.

In the PSK question, enforcement spot is not always the end of the kick. That is the basic spot. If the foul for UNR occurred behind the basic spot, enforcement is from the spot of the foul.
