That's the signal Florida used last year.

"Excessive/Unnecessary Signalling" (both hands covering the eyes).  A bonus would be no need to provide a clarifying rule, or Case Book reference to explain usage.

I would make 17 the ejection/disqualification signal. 17 is not used now, so I would at least make it something that would rarely be need to be used.

#47 - the "thumbs up"  :thumbup signal already does that. Per chance #17 could be a "thumbs down" signal. I believe Roman emperors used to give such a sign when they wanted the lion to win. We would then need to find a penalty to fit the signal. ;D

I think we have all seen the video where the R says "He was giving him the business"  or something like that.   So for #17 the R would just act like a baseball player adjusting his cup and hold his crotch.

We could use it for an appeal denied call -- when a coach makes a plea for some fictitious holding on every play, we can just give him a big 'ol thumbs down as a "I heard ya, but it's not working" signal.

Slightly off-topic, but I'd like to see a change to the IBB signal to make it look less like the signal for holding.  No PA announcer in our area ever gets it right, and even the R in the latest National Championship game screwed it up a couple of times.

Yes, I know the penalties are the same, but still....

While the holding signal is merely grasping the wrist of one hand with the other, IBB can include such action of one fist punching the other.

CAUTION : Remember, you are punching yourself, so go easy...no need to bruise knuckles  :)

Although there may not be a sure way of correcting "announcers", a simple way to differentiate the signals for "Holding" and "Block in the Back":

HOLDING: extend the upper section of one arm upward, with the hand in a closed fist, grasp that arm (near the wrist) with the other hand and move both arms slightly downward.

BIB: extend the upper section of one arm, in a similar fashion, but with the raised hand fully open, grasp that arm (near the wrist) with the other hand and move both arms directly forward, away from the body.

No PA announcer in our area ever gets it right,

Any offensive foul is a false start in the eyes of a PA announcer

I don't see where the NFHS adopted this "bumping fists" signal nationwide.  I know NC and a few others experimented with it last year.  I may be mistaken, though.  Can someone show me where it says this is a new signal?  The only signal change I see for 2018 is Free Kick Infraction (other than encroachment) going from Signal 18 to 19.

NC NFHS rules presentation last season- was then known as Signal 48.  I think it was developed after the books were printed.

Here you go! It appears in at least these 6 locations:
2018 NFHS FOOTBALL RULES BOOK, Page 71, PENALTY, Art. 3n - Illegal Blindside Block (S38-S26) - 15 Yards
2018 NFHS FOOTBALL RULES BOOK, Page 91, Loss of 15 yards #20, Illegal Blindside Block, Rule 9-4-3n, S38-S26
2018 NFHS FOOTBALL RULES BOOK, Page 93, Signal 26, Illegal Blindside Block
2018 NFHS Simplified & Illustrated, Page 240, Signal 26, Illegal Blindside Block
2018 and 2019 NFHS FOOTBALL GAME OFFICIALS MANUAL, Page 85, Signal 26, Illegal Blindside Block
2018 PRESEASON GUIDE FOOTBALL, Page 2. (Article) Changes to Signal Chart Approved including PlayPic 26

It was created by Matt Sumstine in Hawai'i
It was temporarily known as Signal 48 in the experimental states and several other states until it was officially adopted by the NFHS in 2018 as Signal 26

Also known as the Ed Hochuli, or perhaps Hulk Hogan for the older crowd.

Only if you announce it as "That's a blindside block, brother."

I wonder if the referees in my association have noticed that there's a new signal.
