NFHS rules--free throw violation called?

A1 shooting bonus free throw, misses the bonus throw. C calls free throw violation on opposing student section. Reshoot.
What type of action would constitute a high school basketball official calling a violation on the crowd? Should an official make this call? Thoughts

Are you sure it was on the student section?  Could've been disconcertion the ft shooter by the bench.  The only thing i could think of for the fans would be an object thrown on the court or a laser pointer. 
I know that i am now calling hs ball i will be cracking down on the defense that continues to kick their shoes on the floor right as the shooter is about to shoot.  More of use need to call this.

I don't do basketball so truly don't know, but would a pocket air horn be considered to reshoot?
