1972 Rules Book -pg. 42 :
8-4 Goal from the Field
8-4-1a : The field goal attempt shall be a place-kick or drop kick from a scrimmage-kick; or from a free-kick other than a kick-off or A PUNT following a safety.
It appears that the eagle-eyed Football Committee realized this possibility back then and put the brakes on any punt that may have been caught in a prevailing tailwind. For KWH's information, our state reps were :

PS : In 1948 ,if a drop kick was used as a return kick, a field goal could be scored.
The return kick was eliminated in our code in 1965. If you get the proper channel, you can still see a return kick used for a good reason. Post holiday question of the day:
