3rd/18 A42. A16 is sacked on A's 28. Time expires in the first half during the down. Team A commits an illegal shift foul. B96 commits an unsportsmanlike foul after the down ends.

A foul wa son the last play of half - B is dead ball....trying to noodle this through?

B will decline A’s illegal shift because they won’t want to give A another shot at points. Declining the shift ends the half. It would’ve only been an untimed down if B accepted the illegal shift penalty. The 15 yard penalty will be assessed against B on the 2nd half kickoff.

B could take the five yard penalty, move A back to the A37, then A would accept the B USC moving the ball to the B 48 with one untimed down.
This would prevent B from being penalized on the 2nd half kickoff.
If B's coach believes his defense can hold them from a 48 yd TD, he may take this option.

I wouldn't have even thought to give this option to B's coach.

We had a play similar to this (from an enforcement perspective) a few years ago. With :10 in half and A on A's 30, the following occurred (score 0-0) :

(1) A1 throws a pass, B1 intercepts @ 50;
(2) on the return, B2 blocks in back @ A's 30;
(3) B1 is tackled @ A's 15, followed by A2's late hit;
(4) clock read 0:00;
(5) I went to both captains and suggested we journey over to A's coach;
(6) I explained to him that he could accept B's penalty AND then we would enforce his team's dead ball foul. They would result in B having an untimed down at his 25. If he declined their penalty, the half would end BUT his penalty would be enforced on the 2nd half kickoff.
(7) He told his captain to choose to end the half.
(8) B's captain didn't want to end the half.
(9) I told him we don't always get what we want.
