Title: Illegal Forward Pass on KOR

One second on the clock R down by 1.  K kicks a squib that.is picked up by R at their 38.  R has 2 latterals to keep the play going. R 81 has the ball and as hit is.getting tackled throws an illegal Forward pass that falls to the ground about 4yards in front of him.  Besides a flag for ILF.  What do you have?  A fumble or an incomplete pass?

No fumble...

IFP carries a loss of down; so since time will have expired, K would decline the penalty and the game would end.  Even if the accepted the penalty, the game would end as the LOD aspect of the foul would preclude the extension of the period

What mechanics would you use after you threw your flag?  Drop a bean bag for a fumble or signal incomplete and kill it?

As soon as the IFP hits the ground, come up big signaling incomplete. An IFP is not a fumble. It’s treated like any other forward pass. It just happens to be an illegal one.

If he throws a forward pass (legal or illegal), by definition, it cannot be a fumble (Rule 2-18). As others have stated, when the pass hits the ground it is incomplete, and the down has ended. Whistle and a flag at the spot of the IFP.

3-4-4: The clock shall be stopped when:
     f. A legal or illegal forward pass is incomplete.

Flag the IFP, kill the clock for the incomplete pass, and march off the yards.  Since this occurs during a running play, enforcement is from the spot of the foul. Mark off the yardage, set up the chains 1/10, and go forward.
