Apparently someone forgot to let UT know there is a 40 second clock now and it starts when the previous play ends.

The LJ raises his left hand extended above his head with three fingers extended to tell whomever that he's got 3rd down. This happens at 0:07 in the video. 40 seconds later, at 0:47, the BJ stops the clock and relays that he's got a DOG.

Were the visible play clocks inoperative? If not, a massive mistake by the QB and the assistant OC who's responsible for telling the HC to call timeout.

Isn't the "standard practice" that's been discussed here multiple times in the past to give the "reset the play clock signal" (back to 25 seconds) when the ball is not ready for play when less than 25 secs remain on the 40 sec clock?
In this case the officiating crew is not even close to being ready at 20 secs, and the U doesn't leave the ball until 15 secs or slightly less is on the play clock. This seems to be one of those plays where the play clock should have been reset when the U left the ball and it was then ready for play.

They have until there's 20 left on the play clock to get the ball down and they clearly have here. If UT was rushing to snap the ball you can bet the crew would have been ready- this wasn't a hurry-up situation (obviously).
