That replay shows me little, if anything, to determine safe or out, other than the runner gets to the "vicinity" of the plate before the ball arrives.

This play is why the MLB camps are teaching umpires to not turn to the side for a strike three. The new approved mechanic(which I adopted a few years ago as well ) is to keep your head facing forward.
