Penalty Enforcement Mechanics

I think this may be in the officials manual but it would be good to hear the steps people go through anyway when a lot of things happen after a penalty. For example, lets say there is a penalty and you have to ask the captain about enforcement and one of the teams also asks for a timeout. I know you give the preliminary signal but what order do you take the other steps? Is this how you typically handle it?

A) get answer from captain
B) umpire marches off penalty
C) give official penalty explanation, yardage, and down
D) signal timeout right after C

Any other things that could potentially be thrown in there?

Thanks.

Add tell the coach who took the timeout that it will be granted following the penalty enforcement or else he will walk out into the field.

You got it. First we administer the penalty, then we award the TO.
