I reckon if someone wants to dry their balls, it's ok as long as it doesn't leave a residue or sticky substance (as someone has already said) on the ball.

What if they ask you, "Hey ref! Can we dry this kicking ball real quick?"
If you didn't see it, you can't call it

In my JV game last week, it appeared my sideline was using some sort of device that looked like a plastic shopping bag with something inside, either a fleece or chamois lining.  They had about 3 of them and they appeared to be able to hold only one football.
