Looks like an arm grab that prevented the second arm from being used to catch the pass. The score and time are getting to a point where you get a little less technical with calls like this, but there have been a lot of points scored in this game. They still have time to get back into the game.

If you look at the low angle replay you can see the F is watching the ball. This is DPI, grab and restrict all day. If a WR reaches for the pass with one arm, you need to be checking out what is happening with his other arm.

Clear and obvious DPI - Grab and restrict. Several indicators including the receiver going up with one hand. While the F was clearly ball watching, if his cushion had been better he may still have been straight-lined. The BJ and perhaps even the short flank could have been able to help out.

Is it a restriction by the defender or is the receiver also trying to keep separation?

In realtime, it doesn't JUMP OUT at you as obvious grab and restrict.
Slowmo replay does appear to be grab and restrict.
But either way, too me its not BIG enough to warrant a flag and would support the no call.
