Penalty Enforcement Question

Need help to confirm this play...

4/7 @ B-49. B99 muffs the punt at the B-8. He recovers in the end zone and attempts to run it out. B99 is hit and fumbles the ball. B95 picks up the loose ball in the end zone and runs to the B-24 where he is tackled. During the first run in the end zone by B99, B80 held at the B-10.

The accepted penalty will result in a safety.  is that correct?

The ball did not become dead in the end zone so it can't be a touchback. So, normal 3-1 enforcement applies with the basic spot being the goal line. Foul by the offense so enforce from the basic spot. Ball is left in the end zone so it is a safety.

If B95 had simply downed the ball in the end zone it would be Team B 1/10 at B-5...

The run related to the foul ended in behind the defending team’s goal line.  10-2-2-d-2-c specifies the Basic Spot as the goal line.  Apply 3 and 1, and voila, safety.

Same would apply for holding during the kick by Team B.  PSK enforcement results in a safety.
