Free Kick w/IW

First off, I'm a HS official...

Watched a lot of college games over the week-end; and in one (can't remember which) there was clearly an IW during a short free kick.  Receiver signaled for fair catch and, of course, the ball went right through his hands.  One of the officials blew his whistle while the ball was loose, receivers recovered the muff.  The crew gave the ball to the receivers and the IW was ignored.

There was no foul during the play.

Is this the correct NCAA procedure?  I know it is NOT the HS rule.

Just "curious".....

NCAA Rule 4.1.2.b.3

3. During a legal forward pass or a free or scrimmage kick, then the ball is returned to the previous spot and the down replayed.

Can replay apply "continuing action" in an IW situation?

No.  Mainly because the replay officials do not have audio in the booth and the fact that rule 12 does not support reviewing IW.
