2025 casebook play 63 appears to be out-of-date. It contradicts rule 12-3-3-d-3 and claims that when a QB is ruled down/OOB before throwing a pass, the ruling is not reviewable. That was accurate through 2023, but in 2024, 12-3-3-d-3 was added and this became reviewable. The RO can reverse to a pass, and if that pass is complete or backward, put the ball at the spot where the pass ended, but not allow any advance thereafter. That rule remains in place in 2025.
A new play, 2024#56, explained the "new rule," but that play is gone from the 2025 casebook. Instead we see 2025#63 which is word-for-word the same as 2023#60 i.e. the "old rule." One would have expected blue-shaded text if this were intentional.
