Foul scenario

Last play of 2Q. Time expires during play.

A back comes back around and during reversal a BSB occurs.

After running back goes out of bounds there is a late hit.

What options officially exist?

Defense could accept the penalty and have both fouls enforced but theyd have to allow team A to have an untimed down. Reality, defense would decline the BSB and DB foul would be enforced in n the second half free kick.

We gave them both options. They did decline.

Just wanted to make sure I was on point as bad never even thought about that situation.

Since there would never be a case where a coach would give his opponents another play before half, just present enforce the obvious. Id consider this an auto decline just like DOF with a team A gain in the play of 6 yards.

They were at their own 30 or so. He may have considered giving them another chance at needing 70 yards so as to not lose 15 on the kick.

1 and 5 vs 2 and 4 Im asking every time.

I would think most coaches would prefer to accept the penalty and have 1st and 5 over 2nd and 4.  Now, if it was another down and the penalty didn't get a first down but the play did, you might be right.
