Illegal Substution or Illegal Participation

Offense has 2 identical numbers participate on the same play. Officials don't notice until the play is almost over.  Illegal Substitution for 5 yards or Illegal Participation for 15?

7-2-5c, it's 5 yards for illegal numbering.
