Penalty enforcement.

Play 1…It is 3 and 6 for A’s at the 11 yard line going in. A runs a sweep to the right and gains 9 yards and is tackled at the 2. A’s coach is flagged for an USC for arguing a call/no call.
Where will the ball be spotted and what will be the down and distance for the next play.
Play 2…It is 3 and 6 for A’s at the 11 yard line going in. A runs a sweep to the right and gains 3 yards and is tackled. We have a 15 yard face mask on the play. A’s coach is flagged for an USC for arguing a call/no call.

NVFOA_Ump:
Play 1: 1st and 10 A from the 17 yard line. That assumes that the ball had not been made ready before the USC call. If the ball had been made ready and then we had the USC flag it's 1st and goal from the 17.
Play 2: 1st and 10 A from the 19 yard line. DB spot is the 8 yard line, FM penalty is half the distance so we go to the 4 yard line resulting in a first down (LTG is the 5) then enforce the USC. Same assumption as Play 1 in that the RFP had not been given prior to the RFP or it would be 1st and goal from the 19.
The key here is the timing of the USC flag. If the down and distance has been set and the RFP given then the penalty is enforced without changing the LTG.

NVFOA nailed it tiphat:. The live ball foul created a new series followed by the naughty coach's yap. The chains wouldn't be set until both fouls were enforced. I suggest we have the ump step off the penalities with the signals for clairity. I had this occur several years ago....
SCENE: 3/10 @ 50
ACT I: Slim,the QB, fades back and throws incomlete pass, big ole' Bubba levels Slim ^flag for RTP.
ACT II: Slim get up and yells at Bubba "Ya' grandma eats lobster shells >:(" or something much worst ^flag.
ACT III: I sent ump sNiCkErS on his trip to B's 35 and signaled #38,34 & 8.
ACT IV: U sNiCkErS turned around and returned to the 50,I then signaled #7,27 & 8.
ACT V: Mic'd I said , " The RTP penalty created a 1st down, the USC penalty then returned the ball to the 50, but the 1st down still remained as the play was already before the USC.

Here's the specific rule reference that applies here:
RULE 5 - SECTION 3 - THE LINE TO GAIN AND MEASUREMENTS:
ARTICLE 1 . . . The line to gain is 10 yards in advance of the ball’s foremost point when a new series of downs is awarded. When a new series of downs is awarded, the penalties for all fouls (including nonplayer and unsportsmanlike) committed prior to the ready-for-play signal shall be administered before the line to gain is established. The line to gain then remains fixed until the series ends and a new line to gain is established.
