Throw In Passes

from time to time, I'll see a throw in where the passer is free to move along the baseline vs a designated spot.
Under what situations is the passer free to move?

i.e. after a basket?
after OOB and A has a throw in on the baseline?

Legacy Zebra:
After a made basket the throw in team is allowed to “run the baseline”. They retain this right even after a timeout. Anything else is a designated spot throw in.
