Title: Was Something Missed or Am I Wrong

Watching game on TV. Team A scores a touchdown in which a defensive holding penalty is called.  R signals declining of the penalty  ^no, without talking to a captain and signals TD.  Should there not have been an option for the penalty to be enforced on PAT or kickoff?

In Texas or Massachusetts who play under NCAA rules, only PF's and UNS's can be enforced on the try or KO. All other penalties are declined by rule.

If played under NFHS rules, then yes. If not, then perhaps not.
