Title: Pre Game Procedures

Is there anywhere in the rule book or game official manual that explains which officials are to notify the home and visiting teams when to come out to the field? Thanks.

No, and the reason there isn't one is to allow schools variability in their pre-game activities (band, cheer, alumni, etc. etc. etc.).

I've never heard of officials notifying teams before the game starts. It is a normal part of the end of halftime.
If NJ has a specific policy, consult your local association.

In Georgia, it's in the Official's Manual.  It is the duty of the H, L, F and S to go to the locker rooms to get the teams.  The H and the L get the captains, the F and the S get the rest of the team.  From the H section:

Escort Duties:
a. Go to dressing room of the team whose bench will be opposite the press box. This will usually be the visiting team. Be there 10 minutes prior to the kick-off.
b. Escort the captains to the goal line and on their side of the field.
c. Have the Visiting Captains on the goal line on their side of the field, five minutes prior the scheduled kickoff to start the game. Make eye contact and signal the Line Judge and move simultaneously to the 50 yard line.
