Is there any place that I can download the rule book for free?

There's an app on the iTunes store for the 2012 NFHS Rule Book, but the on-line reviews aren't very good. It's $5.99.

They're preparing their books for a couple different formats, but I don't think they're available yet.

If you join the NFHS, they are available in PDF form for download. They had stated they were going to discontinue this format but they haven't as of yet.

When I try to access the old publications library (http://www.nfhs.org/vango/custom/resourcelibrary/), I'm redirected to the Arbiter site, with the web-based version of the books. I don't see a way to locate the PDF's at the NFHS site.

They slowly degraded that ability over time. I was able to access them for quite awhile but now must use the Arbiter version. I had the Android app, it wasn't that bad. My crappy phone and crappier 3G service made using it spotty.
There are 2012 pdf versions of the rule and case books online that a couple of different associations have.....ahem......uploaded to the InterWeb.

I spoke with someone at NFHS that said they were doing away with the Google App books and they were going to PDF style books. I downloaded football and volleyball off amazon. Not as good as the google app i had but it works since i can put the same thing on my phone and Kindle Fire.

Sometimes I can get through to them, sometimes I can't.
