Title: IBB on FK enforcement

(NCAA)

On a free kick, R5 receives the ball at the R10-yard line. During the return R56 IBB at the R18-yard line. R5 is tackled at the R49-yard line.

On the field they enforced a ten-yard penalty from the R18 to the R8 (confirmed by the official play-by-play). Should this be enforced half the distance to the goal? It seems like defensive pass interference in the only exception to half the distance rule. Thanks!

What game?  Did the foul happen before the kick was caught or while it was being run back?

Western Michigan at Iowa. The foul occurred during the return. I questioned the enforcement while it was happening but assumed I just didn't know the college rule (since I only do high school).

     From the Box Score:    Meyer, Mike kickoff 65 yards to the WMU0, CHANCE, Dareyon return 18
                   yards to the WMU18 (Perry, Travis;Lowery, B.J.), PENALTY WMU illegal
                   block (MOTLEY, Justin) 10 yards to the WMU8, 1st and 10, WMU ball on
                   WMU8.

If the foul happened at the 18 the half distance penalty would have put it at the 9.  Is it possible they had the foul at the 16 in which case the 1/2 distance penalty would put it at the 8?  It (10 yard penalty)  is half the distance inside the 20.

The return ended near midfield. The flag was clearly at the 18 and the umpire started his mark off the penalty at the 18. It was curious when he did it but, as I said before, I just assumed there was an exception in NCAA.

The point is, this should be a half the distance penalty inside of the 20-yard line, correct?
