Title: Carry-over penalty after a safety?

10-2-5 is not crystal clear, so here goes...

Team A drops back into their own EZ, gets tackled there, and during the play there is a PF on A. 

Can this be enforced on the succeeding kickoff?

Rule 10-2-5 only applies for touchdowns, field goals and tries, not for safeties. Thus, no enforcement on the kickoff, team B may of course elect to enforce the penalty instead of the score.
