Title: Detroit/Dallas game

Little over minute left in 4th Dallas runs the ball on 3rd and 14 gets 9 yards, player was tackled in bounds.  Holding is called on Dallas but Detroit declines the penalty which brings up a 4th and 5 for Dallas.  Should the clock be started on the ready for play?

Inside of the two minute warning in the 1st half and inside of five minutes of the 2nd half, the clock starts on the snap after a penalty whether accepted or declined.
