Not sure why you think this is a strange comment. The strangeness occurred when they enacted a rule supposedly due to player safety when in fact, there was no safety issue involved. Not to mention the fact that this will be a real headache to enforce.

Strange because he is the chair of the committee that passed a change that he clearly does not support.   He seems to be sending a signal to the PROP

Just because someone is a committee chair does not mean they are required to support every item someone on the committee proposes. The job of the chair is to lead and guide.

Once the committee decides then the chair either gets behind it publicly or disagrees privately. Can you find 1 other example where the committee chair has publicly spoken against a rule change?

I find it interesting that the PROP is made up of people who are from a variety of different levels and positions. I see a volleyball coach and several administrators. I would be very inadequately prepared to decide what rules would be best for the game of volleyball. One would conclude that these people take input from several sources before making decisions. On this one there are a number of people aligned on both sides.

Well, the data definitely shows an increased rate of mysterious but convenient injuries occurring after the play as the defense tries to huddle.

Not much of a surprise, the 10 second deal has ben tabled.  PROP will not get it.  They also are not getting one that has been added, the prohibition against certain low hits on the passer.  Needs to go out for public comment first.  They will apparently get it later.   Only thing they need to review tomorrow are the changes to targeting and review.
