Title: Test question

I've working on an NCAA pre-season rules test and I'm stumped on this one.  I do not believe there is a foul but can anyone point me to the applicable rule?

A 4&8 A32.  Flyer A88 is running down the sideline when B44 pushes A88 causing him to step on the sideline.  A88 immediately returns back inbound and to then avoid a block by B44 steps out of bounds.  He then comes back inbounds and tackles kick returner B33 at the B25.

If he stepped out to"avoid a block" then he went out voluntarily.

Forced out first time.....ok
Step out 2nd time........not ok

6-3-12 is the rule you're looking for.  FR-68.
