We had this discussion in our group tonight and now I'm real confused. I KNOW this board will straighten me out. Thanks in advance.
A 1st & 10 at the 50. A1 drops back to the 40 to pass and B1 grasps/twists his facemask. A1 fumbles and A2 recovers at the A35. Where is the enforcement of the face mask penalty from?

Fumbles by A in or behind the neutral zone Loose ball play.. The previous spot serves as the basic spot for fouls that occur during loose ball play... 50 is your enforcement spot {previous spot]

Will's got it in one. Had A1 held on to the football, we would have a running play, enforced from the end of the run at the A40.
While it's nonsensical that A gets "rewarded" for fumbling the football, that's the rules we have to work with.
