Ineligible receiver downfield is not a penalty if the QB legally grounds the ball????????

As well as the Philoshpy it's also somtimes the rule!

The foul for Ineligible Receiver Downfield requires the pass to cross the Neutral Zone, however often when the ball is legally grounded it's thrown out of bounds (and contacts something out-of-bounds beyond the NZ). In which case the pass hasn't crossed the neutral zone just the neutral zone extended.
