When Team A players come to an absolute stop and remain stationary in their positions for at least one full second.

So you can't have a false start before everybody comes to a stop? :)

That directly conflicts with 7.1.2.b.5:  Each of the following is a false start by Team A ......  The offensive team never coming to a one-second stop prior to the snap after the ball is ready for play.

Hasn't this been discussed before with the consensus being that "scrimmage formation" is simply 11 (or fewer) team A players in formation with the snapper's hand(s) on the ball such that the snap is imminent?

So, if you have a player who is neither a lineman or a back, you don't have a scrimmage formation and you cannot have a false start?
