Title: Roughing the kicker?

A 4/10 on the left hash, punter runs outside the box to the right hash, stops sets himself as a punter, kicks the ball and after he kicks, B30 roughs/runs into him but not a flagrant foul. Is this a penalty or does he totally lose protection once he leaves the tackle box? AR 9.1.16 VI last sentence is "When it becomes obvious that A1 intends to kick in a normal punting position, defensive players must avoid him after he kicks the ball".

You gotta look at the whole AR   That one is referring to a kicker who just takes a few lateral steps to recover bad snap.  That is different than  the player who deliberately takes the ball outside the box, stops , and kicks

Sounds to me that the kicker is outside the tackle box at the kick, so no foul.
