Seeing as there is no definition for "scrimmage formation", why would it matter if we don't have a snapper as defined by the book?

There is a player over the ball, thus I would call him the snapper. Unfortunately, it appears that he forgot to place his hand on the ball and snap it. I would guess that his is not normally a snapper and simply forgot his new duties. hEaDbAnG

If that player who you are calling the snapper got up and left and went to a different position would you have a flag?

7-1-4-a (formation) doesn't mention a requirement for a snapper.

In order to have a false start the ball has to be ready for play. (7-1-3)
Seems illogical that if the ball isn't placed on the ground by an official with its long axis parallel to the sideline that it could be ready for play.
I have nothing.

Being that my video isn't clear I was assuming by the title of the youtube video that the ball wasn't there. If the ball was in fact there, then false start. A false start can still happen without a snapper, but encroachment would not be possible without the snapper touching the ball.

I can't see his number or his hands (I am assuming they are at or below his knees, based on where his right hand seems to come from), but I'm pretty sure the guy to the right of #70 meets the definition of a snapper.

The funniest part about this is that even the C, who KNOWS he doesnt have his hand on the ball, false starts as well. LOL

I really would like to see "scrimmage formation" defined in the 2015 rule book...

2010 Rules book;
7-1-3-a-3 No player of the offensive team shall be in or beyond the neutral zone
after the snapper touches or simulates (hand at or below his knees)
touching the ball [Exceptions: (1) The snapper (Rule 7-1-3-b-3);
(2) Substitutes and departing players; and (3) offensive players in a
scrimmage kick formation who, after the snapper touches the ball,
point at opponents and break the neutral zone with their hand(s)] [S7
and S19].
2010 Rules book;
7-1-3-a-4-b
(b) A shift or movement that simulates the beginning of a play.
This includes the snapper who, after assuming a position for the
succeeding snap and touching or simulating (hand at or below
his knees) touching the ball, moves to another position.
