Title: Enforce on KO?

B commits RPS on a TD scoring play.  A elects to take the RPS penalty on the kickoff.

Try is kicked and good.  After the try, A77 and B55 get into it and UNS fouls are called on both players.

Question:  Do all of these (2 UNS + 1 Bridged RPS) offset together, or do the 2 UNS offset and you still enforce the RPS on the kickoff?

They do not offset. The key is rule 10-1-1, the RPS penalty is completed by rule before the try ever starts.

Still enforce the RPS. Only dead ball personal fouls and unsportsmanlike conduct fouls offset under 10-1-5. The RPS is a live ball foul and is therefore not offset. Also, even though the RPS hasn't been enforced, it has been completed. The RPS was completed once the team decided to enforce it on the kickoff. 10-1-5 only applies if none of the penalties have been completed before the others have been reported.
