I'll bet I'm overthinking this one but help me settle a dispute (one of many) between me and my HL.
1st and 10 from A's 20. A1 goes back to pass. Before the ball is thrown, B1 grabs and pulls A2's FM at A's 40. A1 then completes a pass to A2 at the 50. How is enforced and by what rule? I'll be anxious to see who is correct. Thanks. tiphat:

7-3 ARTICLE 12.
Penalties for personal fouls by Team B during a completed legal forward pass
play are enforced at the end of the last run when it ends beyond the neutral
zone. If the pass is incomplete or intercepted, or if there is a change of team
possession during the down, the penalty is enforced at the previous spot. (Rule
9-1 Penalty) (A. R. 7-3-12-I and 9-1-2-III)

This is the NCAA rule, right? I don't think there is a similar rule in the NF, which the question is about.

Sorry ignore me, just noticed this was an Fed post

Yes sorry you got there quicker than my retraction

Last year RTP was changes to include "No defensive player shall commit any illegal personal contact foul listed in 9-4-3 against the passer." By definition, the QB is not a "passer" until he throws a legal forward pass (2-32-11).
In the OP, since the foul happened before the ball was thrown, A2 was a runner and RTP would not apply. If the FM foul is accepted, it would be enforced from the Previous Spot since it happened during a Loose Ball Play.

Actually, A2 is the receiver, A1 is the passer (this is why I prefer play situations to have real player numbers, less confusion).

A will decline the FM penalty and take the ball at the 50. Loose ball play, ABO enforcement.

Well, we are on the Fed board :!# >:D ;D

Previous spot or declined. Officials will mess this one up!

Agreed. The foul came before the pass.

Thanks, I totally misread the OP.

Different rules and interpretations for differnt levels, playing under different codes. Not necessarily better or worse, just different, which creates an added burden when working multiple levels.

If you read posts via the "show unread posts since last visit", it is easy to confuse NF, NCAA and NFL boards.

Thanks, Captain Obvious.

Well, maybe not so obvious to those who presume that because something is done, and may work well, a certain way at one level, it MUST automatically apply to all levels.

Thanks to all of you that responded. :) When I first looked at this, I really wanted to tack it on the EOR but that just didn't seem right. This ruling seems to be a fair one IMO.

Yes that's exactly what happened, no excuses though it says it just under the "new" link
