Title: Putting ball in play before ready

Is this no longer a delay of game?  Or did the Big 12 get a special dispensation to not enforce this rule anymore?

Doesn't the mechanics manual say that if the offense snaps the ball while the umpire is holding them up, it is a warning for the first offense?

I've always understood it we should treat it as no foul and reset.
