This is an oddly (http://www.refstripes.com/forum/index.php?topic=12344.0) common question (http://www.refstripes.com/forum/index.php?topic=12182.0) around here.

The accepted standard is pretty clearly that the coach is allowed on the field during virtually all timeouts and within reason during dead ball periods, with, as the rule states " .... permission from the referee.". It's up to the crew as directed by the R to determine what will be allowed.
