I realize the flagging official may have gotten caught up in the flagging and getting the number so may have missed the fwd progress spot. Who can help him? https://youtu.be/XQsdqksalMU

Definitely cross filed official, but also the U and deep wing could have.

if the deep wing tired to help I would ignore him, it's a 4 yard gain, U can't help either, got to go with the cross field short wing on the double action rather than progress spot

If I as a deep wing come in and say "I have the runner down behind the 40-yard line from where he rolled over the 40-yard line, are you sure he wasn't down before?", you really going to say "yes, I'm sure, the flag throwing did not distract me from seeing the forward progress"? Same goes with the umpire, both may be able to see the runner while watching their areas in this situation (eg. the deep wing should be keying on the WR and may see the runner going down through the WR).

Deep wing should keep his cushion so I wouldn't want his opinion and would seriously doubt him if he offered one, umpire possibly but he really wouldn't have a great angle and he should get to that double action late anyway if he's watching what he's supposed to

In order for cross field to work, the covering official has to look across. It does not appear he did.
