Not that this impacted the outcome but I was curious about the possibility. When Alabama scored the last touchdown, the LOS official(s) blew their whistle at 1:20 left on the game clock. By the time that they signaled TD, the clock ran to 1:07 and stopped. The play went to review. Could review have put that :13 back on the clock because they determined that the player crossed the goal line when the whistle blew? Something is telling me that they cannot in NCAA.

If the replay official deems the clock error to be egregious, he can always correct it.
"However, the replay official may correct egregious errors, including those involving the game clock, whether or not a play is reviewable."
But, as the play was reviewed, the replay official may correct the clock even if the error isn't egregious.
"Situations that may be addressed by the replay official:
b. Clock adjustment and status when a ruling is reviewed."

Because the clock did what it was supposed to. The clock does not stop when the ball crosses the goal line, it stops on the official's signal.

Say they had not signaled TD jut ball popped loose and Clemson ran with it 20 yards eating up 10 seconds or so. After review IT determined the ball broke the plane in possession prior to fumble so TD. Wouldn't the time be put back on clock ?

Since the play went to review and replay "confirmed" the call on the field of a touchdown... replay could/should have put time back on the game clock, no different than if the officials ruled it short, replay buzzed and then made it a touchdown... that's a clock stopper and the time of the score should be adjusted.
