I am a hs official, wanted the college ruling here:

2nd overtime.  A1/10 at the B25.  B player recovers fumble and advances to the A30.  B player then fumbles.  A player recovers fumble and advances into B's end zone.  During his run, begins high stepping at the B8 yard line. 

Ruling?

"Coach, you're not going to like this"   You ain't getting 6 points, your kid is 1 UNS away from disqualifying himself, and you will be playing defense starting at your 12 1/2 yard line.

That's gotta be the best part to explain to a coach. Even removing the penalty, if A fumbles to B, who fumbles back to A ... A's OT series is over when the ball becomes dead and it will be B's turn on offense next.

In fed rules, the ball is dead as soon as B gets possession, so anything after that is moot. NCAA rules is essentially the same, but you let the ball become dead as the result of the play first.

Another thing to note in this situation, after regaining posession of B's fumble.

Once A regains posession, A must score as they are not awarded a new series once the ball becomes dead.
