Team A has the ball at the A-40 yard line, snapping from the left hash. Quarterback A12 takes the snap, and runs to the right side and throws a pass downfield. Before the pass, right tackle A77 holds outside the right hash at the A-35 yard line.
Team B accepts the holding penalty. Where is the ball next put in play?
Same question, but this time right tackle A77 holds at the A-41 yard line outside right hash.

The foul occurs during a loose ball play. Basic spot is the previous spot. Foul is by the offense behind the basic spot. Therefore applying the "all but one" principal. The accepted penalty in the first case is properly marked off from the spot of the foul -- OUTSIDE THE HASH. Then brought in from the side zone to the right hash mark where it will be marked ready for play.
In the second scenario the foul was beyond the basic spot. Therefore the penalty is administered from the previous spot (in this case the left hash mark).
Lateral position on the field does matter so please do it right.

Thank you - that was my thinking but a "veteran" was strenuously arguing otherwise.

It's easy when you think of "previous spot" and "spot of the foul" as literally dots on the field instead of the entire yard line.

If the foul is enforced from the "spot of the foul" - the ball is placed wherever the foul occurred, or on the nearest hash mark. If the foul is enforced from the "previous spot" - go back to where the snap occurred.
