A runner is be tackled and as he is being tackled by other defensive players he is going down. While going down another tackler comes in and hits the runner above the shoulders in the pile as he is going down.
Using NFHS rules do we have anything? Why or why not?

Hard to tell from just a description. Do you have a video to post?
-
If the coach send the video to HUDL I will post the play.

Until the runner is down he is capable of being tackled. Hitting him to down the runner is normal action.

From the way you've explained it, if in your judgment the tackler "took aim" at the ball carrier you have a targeting foul.

There is nothing in the OP that indicates anyone "took aim" at the runner. You cannot make that determination without seeing the play.

Viewing ONLY the contact is very often insufficient to correctly judge the action from an officiating perspective, officials are expected to observe the approach to the contact, understand when, and how, the effort to initiate contact began and whether any movement by the runner contributed to where the final contact happened.
