Title: Leverage, Leaping, Landing and Hurdling

Not a great clip but would be interested to know opinions here on this play.

Specifically looking for opinions of "over" in relation to Hurdling (Centre and guards legs being locked and assuming he cleared the line in a slightly different position (left or right)) and the interaction of 9-1-11 provisions and those for 9-1-13.

As long as he doesn't touch anybody (teammate or opponent) it is a clean play ... if he touches someone then you have leaping (assuming he started behind the defensive LOS).  When I say touch, I mean an unprovoked touch  ... for leverage, he would have to propel himself off someone in an attempt to block the kick.  Since he went through the gap (and not directly over someone), you would not have to consider hurdling....  Does that help?

Correct.  Sometimes these are easily confused.

Leaping = foul for landing on ANYBODY
Leverage = foul for using a TEAMMATE ONLY

Leaping is not a foul, but landing is.

Thanks very much for everybody's input, much appreciated.

We felt we'd blown the call and it should have been Hurdling as the centre didn't have anything other than his feet on the floor (as was holding both hands on the ball).

As 'over' isn't defined, we were wondering therefore if 2-15-1-a could imply that you can't hurdle if you cross ANY part of a player, even if it's just their legs and not just their torso.  Thoughts?

I believe that the hurdling foul is intended to prevent the player being hurdled from being kicked or kneed in the head.  When the team B player hurdles the gap as he does here he has not triggered the key section of the rule which based on our guidance has to be over the torso if you will, putting the head / upper body at risk.
