I'm back with another oddity from a TAPPS game. As always thank you for engaging a coach who tries to calm the other coaches on the sideline (they listen to me about as well as they listen to you guys).
I've put this one in Texas specific since it deals with catching this in a 5-man crew. Here's a flea flicker from our game last week. I know there aren't many eyes in the backfield to catch this, but it felt pretty egregious to me. If you check my history you'll know I don't want this to look like I'm bashing this crew. They called a fine game this was just a memorable play that snuck by.
Anyway here's the video: https://youtu.be/TOMWtd_mpPE (https://youtu.be/TOMWtd_mpPE)

I have seen this many times in the last couple years (both as fan and official) and I find it amazing how many times this is missed - or the pushback I get on it from a WH when I throw this flag.
Many teams use a quick forward toss to a RB crossing in front of a shotgun QB. Many R's become dead certain it is merely a handoff.
This is very interesting, and should still be caught in 5-man honestly. The run is initially going to a wing official's sideline and his key (the wide out) heads inside towards the RB.

Maybe I am missing it, or need to get a bigger screen, but it looks like a handoff between QB and RB to me --- which means legal play. Am I missing something here?

Yes, the QB and RB was a handoff, but the RB to the WR was not.
-
It is unfortunate if this gets missed. Two forward passes is basic rules knowledge and this play is not deceiving at all.

I had something similar in a JV game last year, except I think it was an end around who received a "pitch" from the QB and then ran toward the sideline and threw a forward pass. It was a long gain -- perhaps a TD -- but we did flag it and brought it back.
Just remember, forward handoffs behind the line are fine. They can do that as many times as they want without an effect on a forward pass.
OK, so we agree this is a foul. What is the penalty, enforcement spot, clock, etc.?

5 yards and loss of down from the spot of the second pass. Clock on the ready. Play clock at 25.

Almost the same play in the Rice game, and missed by 8 officials for CUSA. I think I see a trend starting.

10 officials if you count the guys upstairs.

Is this a play the IR can chime in on?
-
Yes. Replay can look at both passes, determine that each of them are forward and declare the second an illegal forward pass. This is straight out of Replay Case 52.
