Can someone explain how this makes any sense? To me, it's pretty clear in the rules that the runoff does not apply since the foul is after a change of team possession and the clock will start on the snap since Team B is awarded a first down and will next snap the ball. RR says "a" is the correct answer then states that the 10-second runoff does apply. Huh? Why would we runoff? If we don't then why would we start on the ready? ???
From the Solutions:
10. Third and 13 at the B-45 late in the fourth quarter. Leading by four points, Team A throws a forward pass which B44 intercepts. As B44 is about to be tackled at the B-30 he throws the ball forward and is flagged for an illegal forward pass. The pass falls to the ground incomplete. When the ball is dead the game clock reads 0:13.
a. The 10-second runoff does not apply because the foul is by the defense after a change of possession.
b. Following the yardage penalty and the 10-second runoff Team B will have first and 10 at the B-25. The clock starts on the ready-for-play signal.
c. Following the yardage penalty and the 10-second runoff Team B will have first and 10 at the B-25. The clock starts on the snap.
REFERENCES: 3-4-4, 3-3-2-d, 3-3-2-f
COMMENTS: The illegal forward pass foul causes the clock to stop immediately, so the 10-second runoff applies. The clock also stops because Team B will next snap the ball, which would ordinarily cause the clock to start on the snap. However, the 10-second-runoff rule supersedes all other clock rules. Hence the clock starts on the ready-for-play signal.

ZAP10 should be applied. The answer will be "c" or "b" depending if B use a timeout or not.
"Snap Supercedes Referee’s Signal. Whenever one or more incidents that cause the game clock to be started on the referee’s signal (Rule 3-3-2-e) occur in conjunction with any that cause it to be started on the snap
(Rules 3-3-2-c and 3-3-2-d), it shall be started on the snap. (Exception: Rule 3-4-4 => ZAP 10)"

In this play team A fouls. It does not apply to the OP as in the CFO quiz team B fouls. Rule 3-4-4 is very clear in that there can be no zap-10 for a foul which happens after the first change of team possession (as the clock would stop anyway after the down).
I can't understand the RR comment, either.

Maybe he mixed up teams as I did.
As you said, ZAP-10 only applies before a change of team possesion

Especially puzzling because a is (correctly) highlighted as the correct answer, but the explanation makes no sense...

They have since changed the comment to "The 10-second runoff only applies before a change of team possession."
All good.
