If there is a whistle from the stands or sidelines and it is clear it was not an official, do you count that as an IW and enforce as such?

Sounds like an "unfair act" by a person not subject to the rules and therefore the referee could handle the situation in any way that he feels equitable to include (but not be limited to) treating it as an IW.

Agree 100%. If a player was heading towards paydirt when this occurred, a ^TD could also be awarded. The home management should also be notified to put the P_S tweeter police P_S on the prowl. We once had a wild reaction by the band to the ref's whistle back in my daze of a :o wide-eyed wingman :o .....
(1) Game time 1:30, trip to field 0:45, WH >:( to pick up our crew @ 12:15;
(2) WH was always >:( grumpy >:( on a good day;
(3) WH shows up @ 1:00 ,excuse: "Busy with stuff >:(";
(4) Crew tries to dress in car - thank :bOW -only 4 man;
(5) Arrive at field @ 1:40 -WH speeds;
(6) Coaches have already held coin toss and teams lined up for kickoff;
(7) We run to our positions and WH >:( blows RFP whistle;
(8) Band hadn't played Star Spangled Banner and thought it was bandleader's tweet;
(9) Kickoff occurred as band began to :patrioticon: :patrioticon: play;
(10) Some players stopped and removed their :patrioticon: helmets, some kept playing;
(11) Runner ran for TD while >:( >:( :-[ :-\ :!# pi1eOn WH hEaDbAnG hEaDbAnG REALLY GOT GRUMPY;
(12) All concerned agreed to a "DO OVER" pray:; LOL pray:;
...AND THE BAND DIDN'T PLAY ON
THIS OCCURRED IN THE EARLY 1970'S - NO CELL PHONES IN MAINE!!

I Agree with Prab and Ralph.
For clarification the IW from the stands does however stops play like an IW would, but
This falls under 9-9-1 so, by rule; The Referee enforces any penalty he considers equitable including the awarding of a score.

The WH came in full uniform - he was a disgruntled postal employee .
Back then the stirrups were solid black. Excepting WH, our hats were solid black then , too.
Our flags were solid red, however I had in my archives a half red/half white flag and a black hat with white piping from my NCAA daze in Connecticut (they didn't become a NFHS state until 1979). We did NOT have a post-game review on the way home but were able to change into our street clothes before we left the school. I was able to put my shoes on in the car as the disgruntled postal employee drove a big scary Buick 88. When we arrived back at our base, the disgruntled postal employee went home, while the rest of us went to a bar. Their TV was announcing President Nixon's "Saturday night massacure", we all then figured that things could have been worse. :( ??? :-[ :-X :-\ :'(.
