A illegally touched and recovered at B-24

Looks to be a correct illegal touching call to me and good pick up of the KCI flag...great crew coordination.
Kicked ball is recovered by B untouched by A.

Other way around. Recovered by A untouched by B

Was not "untouched by both teams". 1st time ball was touched after the kick was by the kicking team when they covered the loose ball at the end of the kick. That was the illegal touching call.

I still don't get it...sorry. The punt hits the ground untouched by B (the receiving team) and A (the kicking team) just recovers or downs the ball. What is the rule reference and why is it a penalty?

There is no foul, but there is a an illegal touching violation. 6-3-2 tells us that no player of the kicking team may touch a legally kicked ball that has crossed the neutral zone before it is touched by Team B. If they do, Team B may take the ball at any spot of illegal touching. When the kicking team player recovered the kicked ball that had crossed the NZ - untouched by the receiving team - 1) the ball is dead by rule (6-2-6), and 2) that is illegal touching, so the ball belongs to Team B at that spot (also 6-2-6).

And rule 2-11-4 tells us that touching always precedes possession and control.
