Do you interpret no foul for horse collar if a second tackler is involved in bringing down the ball carrier?

For the mere fact that there is a second defender engaged? No.

If that second defender means that the horse collar is not responsible for the tackle, or the direction of the tackle, then maybe -- but I'd have to see it to be definitive.
