*Disclaimer. I was at this game. This is not to prove an official right or wrong. This is about fans discussing on facebook whether this is actually a penalty or not. During the game, targeting never entered my mind.

Without the help of another angle, and just going off this video, I'd say no doubt about it, targeting.

Exactly what the rules committee is trying to eliminate. Like it or not, coaches simply have to start teaching their players to stop doing this.
