1) K attempts an onside kick from the K-40. K11 blocks R prior to the ball going 10 yards at the 50 (flag). The ball is recovered by K at the (a) K48; or (b) R48. Enforcement options?
2) 4/20 @ K-20. K punts. K is in an illegal formation at the snap. R returns the ball to the K-15. Time expires for the 2nd period during the down. Can this be tacked on and we extend the period?
I know the answers for NCAA, but I'm interested to see what the NFHS interp would be.

My interp would be:
(1) 9-3-8 = 10 yds.
[a] first touching by K, R's ball+10 @K 38 or rekick from 30;
K has possession, via 10-4-2c exp., no tack-on ,K rekicks from 30.
(2) A tack-on is not listed in 3-4b, R's ball @ K 10.

R's ball @ K 10. Yes, the period should be extended by an untimed down, as this is not an exception in 3-4b.

(b) R will accept 10 yards from previous spot and have K rekick
2. R can take 1/10 from the K-10 and would have an untimed down, or can take a 5 yard penalty from previous spot and have K re-kick. They can also decline the foul and end the half.

Good point, Stinterb, if R choses for K to rekick during an untimed down, all the kicker would need to do is knock the ball off the tee with his big toe and pick it up. Untimed down is done-period has ended.

First touching of a kick is always ignored if the penalty is accepted for a foul during the down. I believe 10 yards from the K-48 is not an option.

Yes, but...
In this case K48 is not just the spot of first touching, it is also the spot where K gained possession of the ball which ends the free kick down. R has the option of enforcing the penalty from the succeeding spot, which is also K48.
If there was first touching at K48 and then K recovered (and downed) the ball at R48, they could enforce the penalty from R48, but NOT K48 since that's a spot of first touching but not the spot where the ball became dead.

Now, same play as #1 above, but there is a first touching violation at the K-45 in both (a) and (b).
