Yes.

I'm okay with the call. Defender is responsible for how he hits the QB -- who was clearly a "defenseless player". Came in with head lowered -- towards the head of the QB. When in doubt its Targeting.

I don't think it's 9.1.3. Looks like facemask to facemask.
It is kinda of a weird little launch he does up. It's an indicator.
Defenseless. Forceable. I bet that 9.1.4 gets supported.
